Several Executives of ProFriends are Facing Criminal Raps

Profriends Probably Guilty Lancaster Estates


Several high ranking executives of Property Company of Friends, Inc., the developer of Lancaster Residences and other real estate projects with its mother project, Lancaster New City Cavite are currently facing criminal raps for violation of PD957 of the Real Estate Regulations Presidential Decree.



The city prosecutor of Trece Martires, Cavite has found probable cause on the violation of PD957 Section 17 and 39 that may have been committed by thirteen (13) ranking officers of Property Company of Friends, Inc. or commonly known as ProFriends.

Those who are facing criminal raps are:

  2. Catherine Choa - Director
  3. Carlos Siy - Director
  4. Ma. Brenda Siy - Director
  5. Kathleen Joy Choa - Director
  6. Felix Lota Jr. - OIC, Credit Management Division
  7. Atty. Leah Dela Cruz - Legal Counsel
  8. Melodie Mendoza - Supervisor
  9. Restituto Llera - Supervisor
  10. Herbert Mangampat - Supervisor
  11. Elisa Craw - Customer Service Specialist
  12. Genevie Balena - Client Relations Officer
  13. Girlie Seco - OIC, Realty Services Division

This specific case was basically just a failure of the real estate developer to file a Contract to Sell when the accuser, Dr. Vernon Ceballos has already paid almost Php 2 million. As of the time of composition of this article, warrants of arrest are being issued to the thirteen.

This is just one of the many cases Dr. Ceballos has filed against ProFriends which was rooted from the failure of ProFriends to complete the construction of his house in Lancaster Village 1 which is plagued with quality issues. Dr. Ceballos requested for a full refund however, ProFriends insisted on the "No Refund Policy" on their Contract to Sell which is also dubious and may violate PD957. It even came to a point that ProFriends was asking for damages payment as their "feelings were hurt" when Dr. Ceballos filed for a refund. The cases are still on-going.


The issue of Dr. Ceballos is not new in fact a lot people are having the same quality issues with houses constructed by ProFriends. A group of people who have links to media has successfully forced this developer for a full refund after massive delays and quality issues. Although no cases were filed as closed-door agreements has been made in exchange of full refund on their real estate purchase. However this is not a secret as people over the internet has been writing actual experiences of such successes for the fight against this developer.

Other quality issues, absence of license to sell, and structural and location/environmental hazards, and false advertisement that plagues Lancaster New City of ProFriends has also been exposed in this blog on previous articles.

Meanwhile, here in our community at Lancaster Residences, aside from quality issues, our issue with ProFriends that continuously handles the Homeowners Association via LEHOA since 2009 is still on-going with HLURB. RA9904 and PD957 states that it is illegal for a developer to handle a homeowners association. This was also verbally confirmed by the head of HOA Supervision Division of HLURB-Southern Tagalog, Atty. Bahjin. Yet he has chosen to keep mum on the issue in spite of his verbal confirmation that non-elected, company-assigned, employees of ProFriends that sit as board of directors of Lancaster Estates Homeowners Association (LEHOA) is illegal. Since 2011, most of the homeowners of Lancaster Residences has been against the developer handling the "homeowners" association without homeowner involvement on financial reports, policies and fees enforced upon us.

Last January 2014, eventhough Atty. Bahjin is the head of HOA supervision of HLURB, he should know about the magna carta of homeowners association better; yet he still decided to escalate the issue to HLURB Commissioner, Antonio Bernardo. Until the time of this writing, HLURB commissioner Bernardo has not given a single reply nor action for the HOA issue in Lancaster Residences.

Last February 2014, the Vice President for Estates and Asset Management of ProFriends, Harvey Campos (the very same guy who asked an irrelevant question to Lee Kwan Yew in Singapore and shamed himself over social media) has resigned after only 9 months in the company amidst the on-going issue with the real-estate developer-controlled HOA which was escalated to HLURB. His resignation reason remains unknown.

ProFriends is plagued with scam-like issues on their policies against their customers and quality issues on its products. May this article be a wake-up call for real estate agents and brokers who continue to sell properties in Lancaster New City Cavite through false claims and advertising.

For balance, we have tried to reach ProFriends for their statement on the criminal cases filed against their directors and chairman using the cellphone number they have specified on their "No Sticker No Entry" policy tarpaulin in the front gates of Lancaster Residences. Unfortunately it is unreachable.

  2. Congratulations to Dr. Vernon. Di man sila nakulong siguradong malaki ang nawala sa kanilang pera para ipaurong sa iyo ang kaso. Patunay na may laban kayong mga biktima ng ProFriends. At kung magsama-sama kayo na kasuhan itong scammer na ProFriends, tiyak mauubusan din ng pera yan o kaya mag-sara o tuluyang makulong ang mga hinayupak na may-ari at stockholders ng kumpanyang ito kapag sabay-sabay ang kaso sa kanila.

    Yung nga lang yung mga nakatira na sa kanilang proyekto na nagbubulag-bulagan o kaya'y sumisipsip sa village admin, malas niyo lang at yung binabayad niyo sa HOA na ProFriends din ang may hawak ay gagawing gatasan lang para pambayad sa mga katulad ni Dr. Vernon. Kaya kung gusto niyo maisahan ang nambiktima sa inyo, labanan niyo ang katiwalian na ginagawa sa inyo, hindi yung para kayong mga ungas diyan na biktima na nga, wala pang imik.

  3. Sila rin nag disapproved at rejection ng bank financing wala sila maipakita reason galing bangko dahil gusto nila in house dapat tanggalin nila advertisement nila bank financing. Kaya kau mga buyer follow up nyo sa bank kung talagang meron sila application nyo lagi sa main office yan ng bangko ang proseso kaysa naghintay kayo malalaman nyo status ng housing loan nyo.

    1. Hanapin mo po yung Facebook page na "Profriends Problems". Closed group po yun so you have to join. Marami ka pong mababasa at maiintindihan dun. Doon q lng din nalaman na napakadami nang issue ng mga buyers sa mga units nila pati sa employees ng Profriends mismo. Plano ko na din kasi magbackout sa unit na kinuha ko sa Carmona States.

    2. Pro friends are still scaming hardworking filipino's. Preying on their dreams, and pocketing their money. My wife and I have been caught up in this scam, sending money for what we thought was the construction of a town house in Cavite. Not only was the house unfinished and structually inhabitable, they claim the original contract was for lot only and not house and lot. This is not true as the original contract clearly states house and lot. After months of lobbying, they now say they will refund our money, as I pointed out that they have admited in writing that they have been taking money from us based on a contract that is not valid. However we are now getting the run around by profriends again, with ridiculous demands for paperwork and documents that we have never received. I would like to hear from others that are being scamed by them still. I think its time for another class action. BEWARE PROFRIENDS!!

  9. Sa parc regency ilo2x yan. Puro leak ang bahay na nakuha ko sa walls, literal na lahat ng anggulo may leak. Tinapalan lan Nila. Brand new house pero puro tapal.   10. Hello po, kumuha rin po ako ng unit sa profriends Aug 2012, pero hndi ko na po tinuloy ung bayad hanggang juune 2013. And wala npo akong balita don sa mga agents ko. Natakot din kasi ako na hndi na nila ako pansinin don sa office nila. Pero ngayon naisip ko na baka pde ko pa makuha ung pera ko, malaking pera din u. Kasi umabot sya ng 180k. May possibility pa po ba kaya ito? Pahelp nmn po. Thanks.

  13. Hi, thanks for this. I bought a unit din sa Parc Regency in Iloilo. More than 2 years na ako nagbabayad ng equity due to delay of my previous unit so I transferree to another unit knowing it will be faster this time. However come 2015, nagsabi na naman c ProFriends na next year na ulit ang turn over. And they don't know when. I was so pissed na wala na silang ibang efforts na ginagawa. I am thinking of transferring to another unit but this time RFO na or refund na lang. Any suggestions please? Thank you!

  14. Hi, do you know what it means when they say that "your unit is part of lot alteration"? I follow up the progress of our unit in KS22, before they're responses were still under land development, and now, that's their answer. They even offer us to transfer to an RFO unit in KS16 which has higher Selling price. They did not even explain, what happened and what will happen.

  30. Thank you for this blog. Kumuha din kami sa isa nilang unit pero sa Bellefort Estates naman. Maski na may letter of guarantee na kami from the bank gusto nila pa rin kami magbayad ng magbayad until such time mai-submit nila ang kailangan sa kanila ng bank. Nagbabayad naman kami pero ayaw nilang kunin na until ngayon wala ng nangyari. Hirap na hirap din kami sa pakikipag-communicate sa kanila. Less than 2M na rin naibayad namin. Sana pwede pa namin makuha ang mga naibayad namin. Title lang naman ang hinihingi ng bank sa kanila na hindi nila maibigay. Sana matulungan din po ninyo kami. Salamat po.

  31. I am escalating my issues regarding the house that I applied in Lancaster Estates and Profriends.
    Below are the details of the unit/ property that I applied for:
    KS15-2838 (HDMF)
    Block 28 Lot 38 Kensington 15, Brgy. Navarro, Gen. Trias, Cavite from Property Company of Friends, Inc. (Profriends)
    As per the initial agreement we have last year (back April 2015), they agreed to secure the turnover of the unit. So I became interested and put most of effort to regularly pay the required downpayment until I finished the full payment last December, 2015. After that time, I became worried that no one from Lancaster and Profriends is attending my concerns about the processing of the house that I applied for. I even sent sms, calls and emails to the Lancaster broker - Antonette Magbanua Catugal about the status of the unit that I applied for. She got back to me just last week of January 2016 and told me to provide the requirements for the Pag ibig loan application. Please be noted that I already sent her another set of requirements prior to the completion of the downpayment back August to November 2015. So I complied to the requirements that she requested. She told me to email the softcopy of the requirements directly to their head office lead Patrick Caga (patrick.caga@yourdreamhomeprovider.com).
    As of that time, no one is giving me feedback about the turn over date of the house that I applied for. I just got an email from Profriends support last February, 2016 that the turnover was moved on May, 2016. Again, no specific date provided. Then come April, another email from Profriends came stating that the "estimated" turn over date has been moved again to October, 2016. I called their head office in Mandaluyong and they mentioned that they cannot commit to a specific and sure turn over date.
    I hope that you could assist me immediately about my concern.

Kaya lang po sa every email na natatanggap ko from their customer service ay parang iba iba po yung sinasabi nila OFW po kami ng asawa ko kaya medyo mahirap ang communications namin sa kanila email lang po ang the best any suggestions po ba kung pede pa po ma refund yung naihulog na po namin? Sa na noticed ko nmn ok nmn sya kc nagtanong tanong din ako sa mga nakatira na tlga dun.ung problem kc dati way back 2013 pa un kaya nagkaroon ng problem sa contractor pero ibang developer na kasi may hawak ng profriends kaya ok na sya.sa mga nagdadalwang isip na kumuha o magback out icheck nyo po mna ung mga info dun sa mga nakatira na dun hnd dun sa mga nakikicomment lng wala nmn tlgang alam.hnd po ako agent ng profriends naghahanap din kc ako ng house and lot kaya nakita ko ung lancaster maganda sya actually halos fully develop na sya.magandang investment din sya kaya suggestion ko lng mag research tlga kayo wag kayo dumepende sa mga nababasa nyo hnd kc hindi nyo nmn kilala mga yan just sayin God bless us.

Kung gusto nyo tumira dito kelangan handa ang sarili nyo, unang una ay problema sa sobrang delayed na turn over ng bahay, mahirap magpa-aaprove ng housing loan, mas prefer ata nila yung in-house financing na doble ang taas ng interes, pagkadeliver ng unit kung anu-anong sira ang makikita mo, kasi nga bawal silipin ang unit during construction, kapag nakatira ka na dun mo pa rin malalaman na may mga hidden defect pa rin pala, like tumatagas at may leak ang cr. Sa water proofing naman bibigya ka ng 1 year warranty, eh pano kung sa loob ng isang taon eh di umulan ng ganung kalakas, like sa naging experience ko. Ihanda rin ang sarili sa quality ng tubig na napakatagal na inirereklamo. Wag maniwala sa mga agent, sila ang pinakasinungaling na tao sa tripping, lahat ng itanong mo positive ang sasabihin sayo, pero kabaliktaran kapag nakatira ka na. Maghanda rin ng mahabang pasensya sa transportasyon sa loob ng village, ang sipag maghakot ng mga taong titira pero hindi naman serbisyuhan ng maayos. So ano, titira ka pa dito?

  43. Isa po akong may ari ng Unit sa Lancaster. Nangako silang aayusin ang mga defects after our unit acceptance. February 2016 nung na accept namin ung unit hanggang ngayon panay pa din ang follow up namin sa admin nila pero hanggang ngayon wala pa din aksyon. Puro pangako na pupuntahan, aayusin appalitan ang mga substandard na materials na ginamit, mga di tinapos na trabaho,di na binalikan hayyy nakakainis, kapag ang homeowner ang may violation daig pa nila ang kidlat sa sobrang bilis magpataw ng penalty pero pag ang homeowner ang nagreklamo daig pa ang punakamabagal na pagong sa aksyonkaya kung ako sa inyo mag isip isip kayo kung kukuha pa kayo ng unit sa Profriends at talagang sobrang sakit ng ulo ang aabutin nyo!!!
