No Sticker, No Entry for Homeowners of Lancaster New City Cavite

Lancaster New City Cavite No Sticker No Entry

Homeowners of Lancaster New City Cavite may already know that starting today, the policy of No Sticker No Entry Policy for the homeowners should have already been implemented. Is there anything wrong with the policy? Most subdivisions already have the same policy so it is nothing new. But how come many homeowners in Lancaster Residences seems to be appalled with this implementation?

In other villages and subdivisions, the sticker policy has been approved by the residents and has been implemented by their homeowners association to ensure that the residents' vehicles will be recognized against those that are outsiders. Most subdivisions have visible policies regarding "no sticker no entry" however never in our observation that this policy has been used against a homeowner so as not to be able to allow ones vehicle an entrance pass to his own property. Basically, the policy is to warn outsiders that they are about to enter a private subdivision, hence, if you are not a homeowner, then you could not be issued a sticker and you are forbidden access as the roads are private.

No Sticker No Entry Policy Differentiation from other Villages

How does it differ from the policy in LNC? The directive of SHVHAI on its No Sticker No Entry Policy is to warn motorists that entry is forbidden for vehicles without a sticker because it is a private subdivision. It is generally directed to all motorists, but common sense will tell that the target of such policy is directed to outsiders and is only suggestive to homeowners to ensure that the security personnel can distinguish the vehicles that are owned by the residents. Homeowners, of course, are still allowed entry even if they do not have a sticker as they live inside the private subdivision. It is only up to the homeowner's conscience to purchase a sticker to ensure that security personnel can do their job.

In LNC however, it is a different thing. The notice is directed to homeowners bearing the warning directly to them. It is a seemingly direct approach to tell homeowners that their own vehicles would not be allowed entry to the village where they have a property because their own vehicle does not have a sticker. And the notice does imply that outsiders without a sticker may be allowed entry because, simply put, they are not homeowners and the directive is only for homeowners.

Funny isn't it? The homeowner could not be allowed entry to a subdivision because his own vehicle has no sticker.

Other anomaly that you can see from the tarpaulin on the gates of Lancaster Residences is that no designation was placed from where the policy was sourced from. On the other subdivision, you do know that it came from a homeowners association with abbreviation SHVHAI. On LNC all you can see is a cellphone number bearing the numbers 09328600132. Was it an accident why the name of the implementer was not placed? Or is it intentional?

In Lancaster New City Cavite, the homeowners association which is already 5 years old is still handled directly by the real estate developer. According to the law in PD957, real estate developers can only help the residents to form homeowners association if there is already a need because the real estate developer can no longer sustain the basic services of the community under their project. It also says that the real-estate developer is not allowed to collect money from the residents except the payment for the house that their customer has purchased. While in RA9904, it specifies that no real estate developer must hold a homeowners association. It seems the village administration has already learned a lesson that they could not use LEHOA as the front for the policy because it contradicts with the law and they could not even use ProFriends Inc. because similarly, it also contradicts with PD957 and RA9904. Hence, the tarpaulin does not have any designation. However it is very much transparent that the policy came from the Village Administration of Lancaster New City Cavite to which its employees are all under the payroll of the real-estate developer, Property Company of Friends, Inc. As its new manager, Nida Biona (who replaced Jovito Narte) is vocal on social media about the more specific rules and regulation of the No Sticker No Entry Policy.

And for the specifics of the policy itself, the following are the conditions to the homeowners on how to be able to secure a sticker.

  1. If you have balances on the HOA dues, you could not apply for a vehicle sticker
  2. If your car port has been transformed to something else thus it impedes the owner to park ones car inside the property, you could not apply for a vehicle sticker.
  3. If you own a tricycle, you could not apply for its sticker as tricycles are not allowed in Lancaster New City Cavite

The Real Purpose of the No Sticker No Entry Policy in Lancaster New City Cavite

As you can see, the conditions may make sense (except for number 3) however it is very much visible that the No Sticker No Entry policy at Lancaster New City's main purpose is not for security but to curb the homeowners to pay the HOA dues, punish those who used their car port for another purpose, and to discriminate those who could only afford tricycles and not sedans.

The first condition may make sense to ensure that homeowners pay their dues but remember that LEHOA's existence has been questioned due to the real-estate developer control over it which may be illegal under RA9904, PD957 and RA8763. Add to it their hesitation in providing a monthly audited financial report to its members.

The second condition is already given that a homeowner should not convert its car port to another purpose especially if the owner owns a vehicle. Let us remember that the developer collects construction bonds to ensure that the property owners only make acceptable modifications for their units. But a lot of unit owners were able to do so. What is the purpose of the construction bond that the real estate developer has collected?


According to the rules of the Magna Carta for Homeowners Associations in the Philippines, any policy that the homeowners association will implement must be consulted to residents and approved by the majority before implementation. The No Sticker No Entry Policy at Lancaster New City Cavite came out of no where.


The No Sticker No Entry Policy in Lancaster Residences then is questionable and illegal thus petitions were made by various groups in Lancaster Residences to the Barangay officials, and Imus City Mayor to give a halt to this policy. The government officials again will be tested to ensure that they decide in congruence with the law and for the people; and not for a single company.

As of the meantime since May 2013, HLURB, the agency that is supposed to uphold RA9904 and PD957 has remained to be quiet on the petition of the homeowners against  ProFriends' questionable control of Lancaster Estates Homeowners Association.

  1. I thought homeowners are the ones who has the upper hand in implementing rules in their subdivisions, not the developers.

    If ever na homeowners nga ang mag-implement ng mga rules, can you allow us non-homeowners pass by your main road from centennial to open canal hehe

  2. Lancaster Village admin is useless!!! They don't even know how to properly say the policy in a correct way. "notice to homeowners'? it should be notice to all motorist!!!!! and homeowners should not be forced to buy the sticker at all! We are after all the homeowners paying our monthly amortizations and HOA dues! We own a property inside the village and we all have the right to enter to our own property!!

    1. Tama lng n "Notice to Homeowners" You are requiring all homeowners to have a sticker. and not just any motorist. You can not compel non-home owners to do so. This is exactly the same policy anywhere in a Secured Subdivision. Sa Governor's hills nga walang sticker sticker, tignan mo kung sino sino n lng nakakpasok ang dami pang nananakawan.

  5. Kung gusto mo ng Subdivision n may Tricycle dun ka sa mga mumurahing subdivision. di ka bagay sa Lancaster. Stop your stupid twisted rationale. In my office, there's also a policy na no sticker no entry, even if you are an employee, di lang sa Lancaster. Maybe you can't afford to work in prestigious company you can't understand the main reason why this should be implemented.

  6. I think there's a problem with item #2. It allows home owners to park their car outside their homes. The contract states that you cannot park your cars outside your home. Lancaster new city management can be sued because of this. They failed to implement the said provision in the contract.
