Tricycle no longer allowed in Lancaster Residences

Free Shuttle at Lancaster Estates for Homeowners' Convenience? Think Again.

In a bid by Lancaster Estates Homeowners Association (LEHOA) which is being managed by the developer - employees of Property Company of Friends, Inc. (Pro-Friends) without homeowner involvement nor consultation; tricycles are no longer allowed to enter our village starting Friday the 13th of September this year.

What does this mean to the homeowners?
Aside from the expensive tricycle (P50 one-way) even if it is only about 3 kilometers away from their Kalayaan terminal, we still need to pay P5 to the supplied shuttle of Pro-Friends inside the subdivision. That means that from the previous P50 that we pay, we now need to pay P55 to cover only 3 kilometers of road. More expensive than a metered taxi. And if you have heavy things to bring, you still need to get off from the trike and ride anew to the shuttle inside the village.

What does this have for Pro-Friends?
More collections through monopoly of transport.





The said policy has been enacted without consultation to the homeowners or even a memo sent out to inform the homeowners prior to implementation. Even the developer-proclaimed un-elected Block Representatives of LEHOA (the so-called homeowners entity of LEHOA) was in a big surprise.

According to Mr. Abihay, one of the block reps, "Wala po ibinaba na consultation regarding that matter [trikes prohibition inside the village], kahit kami [Block representatives] ay hindi kumbinsido na bigla na lang sila [Pro-Friends via LEHOA] nag dedesisyon, kahapon nga nag aaway na daw sina kuya Jun kay sir Jovi Narte (Pro-Friends' Estate and Asset Management Cavite Head and believed to be a HOA director and a non-homeowner of LR)."

When one of the residents of Lancaster Residents demanded an explanation to Jayson Magayon, the Village Administrator of Lancaster New City Cavite (Lancaster Estates) to which he is also a Pro-Friends' assigned and an employee of the developer, Jayson said the the policy has been active already for 3 years. The homeowner was in disgust as he is already in Lancaster for 2 years but never was the tricycle of BIPRA TODA prohibited to enter Lancaster Residences.

When Jayson was asked who made the policy, he said that it was the board of directors of LEHOA who made the decision. When a homeowner confronted Jayson by asking who are the directors of LEHOA and if they are even homeowners, Jayson replied, "the HOA is not yet turned over to the homeowners".

According to PD957 and RA9904 of the law for the Magna Carta of Homeowners Association, the developer is prohibited to handle and meddle with the homeowners association.  More info here.

  1. As of 09-16-2013, multiple homeowner groups including Block Representatives, homeowners, and Alapan 2-A's Barangay Captain have met with the representatives of PFI's Estate and Asset Management Division.

    PFI-EAMD will still "consult" with their "bosses" regarding the homeowners' opposition to the their self-imposed policy. Even if the Brgy Captain insisted to restrain the "policy" while it is being discussed, Pro-Friends did not allow it and will continue the policy.

    Obviously, Pro-Friends may be having an identity crisis.

    They should be reminded that they are the developer, and we are the customer who bought units from them. And we are the homeowners who are telling them now that we don't want the policy. And we are the homeowners who are supposed to decide what our community should be and that homeowners should handle the "HOMEOWNERS" Association and not the developer.

  2. I think not allowing the tricycle inside the Lancaster Estates is a good call. Because tricycle lowers the market value of the community. Profriends knows this thus they have provided shuttle from Centennial Rd to Lancaster Estates. Also, although hindi na sakop ng developer, Profriends went as much as negotiating with bus companies to have a terminal inside Lancaster Estates as soon as the terminal is completed. I think you shouldn't only look on the negative but also look at the positive ones.

    You posting negative things about the community is not really beneficial to the community, most especially to us, the residents. Kawawa ang mga residente dahil bumababa ang value ng property for every negative post that you make.

    There's no perfect developer. Even Eton in Laguna is delayed (at may mga accidente pa), even Crown Asia admits delays in construction due to the weather, heck ang mga condo units ng SMDC ay may leaks ang cracks. There's no such thing as perfect developer nor perfect construction. The important thing is that the developer is ALWAYS there to provide assistance and to remedy the issue.

    I own a home in Lancaster Villages Phase 2 and few units in Lancaster Residences Ph 5 which I plan to rent out by next year. If you will ask me do I regret investing in Lancaster Estates? My answer is simply NO, I don't. Few years from now and once the development in Lancaster Estates are completed/developed, I doubt if they can find a good development in Cavite which is better than Lancaster Estates.

    1. Thanks for your input Mr/Ms. Anonymous. There is nothing wrong about any policy that is implemented in our community as long as it is what the homeowners want. However it is visible enough that most of the homeowners do not like the policy. The problem is all policies in the past (even the HOA) such as this "no trike policy" has been implemented without consultation from the homeowners. And that is what is wrong about it.
      And if your investment at LV2 is affected regarding the revelations in this blog, I apologize. But what you see is what you get. And it is very wrong to blame your neighbor for the wrong the developer is doing. It is Pro-Friends who developed the village with half-baked plans and not your neighbor.
      And if you are very much contented at your investment at LV2 and LR5 (which gets flooded btw), well congratulations! You are one of the few.

    2. Ang bus po na sinasabi niyo na "nakipagnegotiate" pa (na parang utang na loob pa natin) na makapasok sa Advincula ay no other than.... tantararan! AAB - Alex Advincula Bus Lines... isa po sa stockholder ng PFI, ang may ari ng Southlink Water at Ahnex Builders at ang lupang kinatatayuan ng Lancaster Estates.
      At ang libreng shuttle po sa sinasabi niyo ay... tantararan!... para makabenta lang sa phases na malayo na nasa navarro. pustahan! pag nabenta na mga units jan, mawawala yan o makikipagpaligsahan sa tricycle kung sino ang mas mataas maningil

    3. "ALWAYS THERE" to remedy the issue??? eh sa sakit nga ng ulo namin sa kakafollow-up sa mga problema sa unit namin na tinanggap na lang namin na masmarami pang problema kaysa sa second hand na bahay , kami na lang nagpagawa kasi puro tango lang ang sagot nila.

    4. The "No Trike Policy" has advantage and disadvantage. Depending on what type of community you are looking for. Lancaster Estates covers a huge class of residence which does not covers their particular needs. Indeed a low to middle class residents requires trike/jeep/vans to rove around the estate, hence the other middle to high class residents doesn't bother on this as they have their own means of transportation. I personally own a ubit in Manchester Village. Personally, I dont like tricycle to enter the estate as it lower down the market price and prestige of the village. Yes, its true that trike has greater advantage but I dont want to see Lancaster Estate as one of the common subdivision of CrownAsia or Palmera which like a squatters area. I tried it...and that is why I didn't invest again to them. I am hoping that HOA of Lancaster should forsee this and dont turn Lancaster Estate as a commoner city.

    5. Malas mo pre, feeling mo elitista ka kaya ka kumuha ng unit sa Lancaster. Eh mga bahay sub-standard mula LR hanggang pang "elitistang" Manchester. Tricycle na lang ipagkakait mo pa sa mga nakatira sa LR kasi LR page ito. Nawawala ata utak mo baka napunta sa precast ng bahay mo na malabnaw. hehe

  3. Hi all, i just reserved a diana unit in ks 22, please need ur feedback if this is worth it? My major concern is flood, how bad is the flooding in ks22? Any thoughts

Meron din akong kinuhang unit dyan sa ks22 last may 15 ako nag pa reserve, july 5 ang first na hulog ko sana kaso ndi ko na tinuloy kc dami kong nabasang mga problema, nag alala ako baka mangyari din skin ung problema nila kaya hanggat maaga umatras na ako kahit sayang ung 10k na reservation ko. Sana lang maayos ng profriends ang mga problema nila kc nakakaawa ung mga taong naloko nila.

  5. Sana naman meron pa rin tricycle.kasi mahirap maglakad mula sa looban para lang makasakay palabas at hindi lahat afford magkaroon ng sarili sasakyan. Mas kawawa yun mga asa dulo na banda ang unit.
    Regarding sa baha ayon sa mga nakatira na don hindi naman daw. Kasi kami hintay pa yun next inspection.

  6. Baka mas marami ang mag complain o umatras sa pagtira sa lancaster dahil wala ng tricycle na pwede pumasok sa loob.
    Sa sobra laki nung lugar mapapagod ang commuters palabas pa lang pawisan na!
    Sana naman isip isip din. Huwag tayo makasarili.

  8. Hi po Sir/Madam recently nagkuha din po ako ng margaret. At nkapag down ng 400k+ now my nextpayemnt is aug.:( what should i do po? Makakauha ba ako ng refund if ever mag pull out ako.sabi kasi ng agent ng proveneo pwede raw kaso di na buo at matagal na matagal daw po ang refund pls...help me what to do,:(
